I’m an experienced project “fixer.” I started my career as a system administrator and worked up to director of IT for a department with budgeting, staffing and strategic planning responsibility. Currently, as a senior project manager and consultant, I work with CIOs, managers, and product owners to quantify goals and create teams to get things done.
For the Oklahoma Dept. of Human Services, led a project to encrypt 4,300 laptops after a data breach. We completed the project in five months by working together in a DevOps type environment with multiple processes happening concurrently and constant communication.
For Harris Corporation I presented a plan to the USPS to manage their nationwide technical facility and won the $100M five-year contract. Subsequently, I interviewed 170 staff to create Management and Quality Assurance plans. Using cross-functional focus groups we merged three process steps and saved 40% of time and cost on technical documentation.
I managed the WBS on a $200M USAF contract to re-engineer their weather center database. When the colonel in charge wanted better progress reporting than our monthly billing provided, my team created a private web portal with one sentence from each unit, per day, on each task.
For 25 years my side job has been the “go to” contact for promoters of concerts at large venues in Oklahoma. They email me the contract; I email back questions, hire workers, arrange rentals and make it happen. I’ve never failed. When a major star ($3.2M gross) sprained his ankle 30 minutes before show time, I fixed it. Fifty-person entourage flying in tomorrow with no transportation? Fixed. Create an artist compound at a football stadium for the biggest act on tour? Done.
My management brand is transparency, honest communication and open feedback. Project teams know I care about their professional and personal needs; that I will protect them and expect high performance in return. I believe in using a socially balanced strategy for working with stakeholders and then apply appropriate methods and technology to create better products and/or pivot to a new strategic position (DevOps, agile, SCRUM, UX, Cloud, XaaS, IoT, etc.)

With Harris senior management, won a $100M/10 year USPS contract managing 170 staff to provide technical support for 880 mail sorting facilities. I wrote the Management Plan detailing all contract roles and responsibilities with metrics for measuring performance and a management strategy for control of tasks. Strategy included creating a Project Management Office (PMO) with real-time reporting of project task status through an intranet dashboard for information on project tasks and milestones. Created a Quality Assurance Plan following Malcolm Baldrige National Quality Award criteria and ISO 9001 IPO processes. Designed and facilitated focus groups in each department to document work. Eliminated redundant processes reducing technical documentation stage gate reviews from five to two. When notified our staff did not meet Federal diversity requirements, created a plan to identify and hire minority professional staff.

Implemented project management best practices for operations, budgeting, and contract deliverables. I managed the WBS for a team of large contractors to convert the USAF weather database from IMS to an Oracle relational database. Our team created a web interface for USAF officers to subscribe to real-time worldwide weather data. Other projects include a lean effort researching and digitizing all B-52 (bomber) engineering documents and storing them in an online database for maintenance personnel to access at their workstations. Developers managed used C++, .NET, ASP and Java.
• Redesigned lengthy weekly status reports to identify task progress and highlight issues on all projects. Added project charter, WBS, scope statements, risk analysis, communication plans and quality plans.
• Project lead on two task orders ($5.5M and $600K) managing a staff of 15 including administration, accounting, graphic designers, application developers and research staff.
• Tools used were MS Project, MS Visio, MS Office, MS FrontPage and Adobe Dreamweaver.
• Successes include negotiating technical subscriptions for a 46% savings.

For the College of Business I oversaw $3.6 million in annual state funding, $18 million in foundation accounts and a staff of 15. Duties included working with University executive management, donors, central IT services, professors and staff for managing daily operations. Assisted with production of the Oklahoma Business Conference (1993-1995) with speakers Ted Turner, Michael Dell, Jerry Jones and W. R. Howell. IT projects include developing of a new accounting system in FoxPro, creating student/faculty LANs with Netware, managing the creation of four state-of–the-art computer laboratories, standardizing desktop applications and coding a donor database application. My programming efforts were done in FoxPlus/FoxPro.
At the College of Continuing Education (CCE) I managed IT services for 75 departments. My team increased service from 30 to 200 networked users, added web services, remote connectivity and implemented standard policy and procedure.
